The April 6 editorial, "2 key ideas to fix the recall process could save lives," favors having states notify vehicle owners of outstanding safety recalls.
Notification: Yes -- if 50 different vehicle license-renewal processes can be reconfigured.
Withhold registration: No.
All recalls do not have the same safety consequences. A recent General Motors recall addressed the failure to list the vehicle's rim size on a federal label. That's much different from defective Takata airbags with insufficient replacements available.
Furthermore, vehicle owners can choose to ignore recalls at their peril, but they should be required to have remedies performed before selling vehicles.
