With the best of motives - clean air - the Arizona Legislature passed a law last April to give rebates to consumers for buying alternative-fuel vehicles.
The lawmakers were told the rebates would cost taxpayers $10 million. Wrong. The bill is $400 million. Auto shoppers discovered they could buy a vehicle for half price or less if it were fitted to burn, say, natural gas.
The financial boondoggle is shameful. It's one of the bad things that can happen when legislators use tax code to make social policy.
