Proposals for industry decision makers: Lobby Washington for a federal ban on the use of cellular phones in moving vehicles, and create and market an integrated phone system with these features:
Vehicle motion aborts outgoing calls except for 911 calls.
When vehicle is moving, incoming calls are recorded and a message light is activated. Prompting message advises the caller, 'Vehicle in motion; leave message after tone.' Calls can be returned after the vehicle is stopped.
What prompts these proposals? A recent head-on collision on a California highway. The driver of a compact pickup dialed a cell phone, drifted left and struck a Saturn driven by a fireman. Seat belts and airbags functioned, but two nurses in a following vehicle found the fireman blue-faced.
By the grace of God, the nurses saved his life by clearing an airway, a procedure that only medical personnel would know.
