General Motors posted its smallest U.S. sales decline since March, and Cadillac extended its streak of year-over gains to four consecutive months. GM's performance last month was little changed from September 2015. Its total sales fell 0.6 percent, or about 1,500 vehicles, to 249,795. Retail sales rose 0.3 percent, or about 600 vehicles, while fleet sales fell 4 percent.
