Premier, Ontario, Canada

Chosen because: McGuinty, 55, is pushing to make his province electric-vehicle friendly. In July 2009 he announced that Ontario would offer rebates of up to $8,900 for the purchase of EVs and hybrids. His ambitious target is for 1 in 2 new vehicles purchased by the end of 2020 to be electric. That would benefit more than just the air; the Ontario government owns 3.9 percent of GM, maker of the Volt hybrid.

Ontario also is developing a charging infrastructure and is purchasing electrified vehicles for fleets operated by provincial government agencies. To cater to EV owners' need for recognition, Ontario will give them a special green license plate.

Quote: "This plan helps get more people behind the wheel of a green vehicle to create jobs, reduce smog and equip Ontario for the 21st century."
