Cadillac's Urban Luxury Concept was unveiled Tuesday at GM's design studio in North Hollywood, Calif. It's a three-cylinder, four-passenger Mini Cooper competitor aimed at luxury car buyers who live in congested metropolitan areas.

It's also aimed at the feds and their tough new CAFE rules.
