Dealers decide who gets discounts as ‘guzzlers’ bill is signed

An older gas guzzler that is paid for and in good working order will be less costly to operate on a daily basis than a brand new gas sipper with a $500++ per month payment. It is doubted that a consumer that is already stressed by the financial crisis and their potential employment situation will be running out to buy a new car under this program. Alternatively, people that are already in the market will get a break at the tax payers expense.
